The population projections between the Census Years (1996, 2001) assume a straight-line growth rate of 1% each
year. Each Census year represents a new benchmark and the straight-line growth rate (1%) is applied to that
benchmark. The growth rate is determined by taking the total number of new housing units and multiplying it
by an average person per unit rate of 2.5.
