Starting from the Allman Arena, traveling up Morenz Drive/Nile Street to Ontario Street, with the first float arriving for a 5:00pm City Hall tree lighting ceremony. Santa is due to arrive at City Hall for 6:00pm. This year’s parade theme is “songs of the holiday season”, and float entries will be decorated around the theme of a holiday song. Prizes will be awarded in categories such as Best Illuminated Float and Most Creative Float Design.
For those organizations that are confirmed to participate in this year's parade, a parade float order list is posted at www.stratfordrecreation.ca. Over sixty floats have been organized this year.

Take part in one of Southern Ontario’s best Santa Claus parades on Sunday, November 27, 2011. The parade will take place in the evening, and floats are to be to illuminated and decorated as best as possible.
This year’s parade theme is “songs of the holiday season”. Parade organizers hope that float entries will be decorated around the theme of a holiday song. Prizes will be awarded in categories such as Best Illuminated Float and Most Creative Float Design. The parade will begin at 4:50pm from the Allman Arena, traveling up Morenz Drive/Nile Street to Ontario Street, finishing with Santa’s arrival at City Hall around 6:00pm.

Stratford, ON (August 22, 2011) – The City of Stratford announced plans to create the Lloyd Robertson Garden as a part of the revitalization area in front of City Hall.
The announcement was made by Mayor Dan Mathieson at a community event on the site of the new park and garden, Wednesday August 24th.
Lloyd Robertson, his wife Nancy and two of his daughters Lynda and Lisa were on site for the naming of the garden and unveiling of the plaque that will be placed there.

Public Sector Digest (PSD) spoke with Mayor Dan Mathieson of Stratford Ontario regarding the city’s efforts to bring state of the art connectivity to a growing and evolving municipality.
PSD also spoke with Paul West, the Business Development Manager of Rhyzome Networks, Stratford’s city-owned enterprise that manages the expansion and delivery of their internet services.
Both Mayor Mathieson and Paul West attribute a large portion of Stratford’s recent growth and development to the city’s harnessing of connectivity to attract and retain businesses, and improve city-wide communication.

Emergency Shelter for Forest Fire Evacuees No Longer Required    Posted: Wednesday, August 10, 2011
The City of Stratford after being asked by the Province was prepared to host 200 Stage 2 evacuees from Northwestern Ontario as a result of the devastating forest fires. We were able to get the shelter at the Rotary Complex prepared to receive our friends from the North in less than 24 hours. Fortunately conditions in the North improved allowing some residents to remain in their communities with family and friends and not require evacuation to the south. This exercise has certainly illustrated that the City's Emergency Response Plan works extremely well.

Thanks goes out to the members of the Emergency Control Group, their alternates and department staff. Also to be recognized are the Canadian Red Cross, the Salvation Army, VON, and Victim Services of Perth County who were all invaluable in supplementing our response to this request as a Host Community.

The City of Stratford has received a request from Emergency Management Ontario to accept evacuees from Northwestern Ontario. The evacuees have been displaced from their homes and communities due to forest fires. It is estimated that 200 evacuees will arrive in Stratford today, Thursday, July 21.

The City of Stratford Water Division will be carrying out maintenance work on the Dufferin Street Water Tower on or about July 4, 2011 until approximately July 15, 2011.

Customers could experience pressure fluctuations and/or some discoloured water. Water quality is not affected by this colouration. Discoloured water will clear, but before doing laundry, please check to see that water has cleared.

The City requests that organizations requiring financial assistance in 2012 should submit their grant applications by August 15, 2011. The application form may be accessed by clicking here: 2012 Grant Application Form. Grant submissions will be reviewed at meetings of the Finance and Labour Relations Committee sometime in October 2011. These dates have not been determined, but will be published when available. Members of the public are welcome to attend and observe these meetings.

Parking Timelines vs the Postal Disruption    Posted: Thursday, June 23, 2011
Due to the postal disruption, on June 15, 2011 the Ontario Court of Justice granted the  Ministry of the Attorney General a court order which suspends the following timelines in relation to parking tickets:
  • The 15-35 days during which a notice of impending conviction must be sent to defendants who fail to respond to their initial parking tickets is suspended. 
  • The 75 days in which a parking proceeding can be commenced in the court is suspended.   
These timelines are suspended for the duration of the postal disruption and for 20 days following the resumption of normal mail service in Ontario.

The City of Stratford is currently completing a Waste Recycling Strategy. This Strategy, which is 75% funded by the Continuous Improvement Fund (CIF), seeks to help meet Waste Diversion Ontario requirements and help determine possible changes to the Blue Box that could improve the capture of recyclable materials and reduce the cost of the program.

Reminder to residents from the Engineering and Public Works Department that during the months of April and May, winter sand that has accumulated can be raked to the edge of the road or the street gutter. Please help street sweeping operations by spreading the sand out in the gutter area. Please do not place the sand in large piles in the gutter or along the road, as the piles can restrict water flow and be a traffic hazard.

Family Day is a recognized holiday under the Retail Business Holidays Act. Under section 1 (i), entitled definitions, holiday means "any other public holiday declared by proclamation of the Lieutenant Governor to be a holiday for the purposes of this Act." Family Day was proclaimed by the Ontario Government on October 12, 2007.

Under the Retail Business Holidays Act, most retail outlets must close on a day that is holiday under that Act.  For information about closures, retailers should contact the Ministry of Government and Consumer Services, which administers that act (Retail Business Holidays).

The Family Day holiday does not fall within Stratford's designated tourism season of May 1st to mid November (Theatre Season) and no municipal exemptions exist to allow  retail stores to be open for business on February 21st of this year.

Smart21 Intelligent Community ForumThe Intelligent Community Forum announced that Stratford made the Top 21 for 2011.  We competed with over 300 global applicants and are one of four Canadian cities to succeed.

The Intelligent Community Forum's Smart21 Communities awards recognize 21 locales around the globe for their efforts in expanding broadband to better a region's overall economy. In its 2011 ranking, 10 American and Canadian communities were honoured. The recognition anticipates the forum's announcement of its Intelligent Community of the Year.

Stratford is focusing on ICT to build business. A city-owned company, Rhyzome Networks, laid more than 37 miles of optical fiber, which now powers the WiFi network. And the University of Waterloo’s Stratford campus gave rise to the Stratford Institute, a think-tank focusing on digital media.

The City Engineering and Public Works Department wishes to advise of the proposed pavement milling and hot mix asphalt resurfacing on City streets commencing on or about September 27, 2010 with completion expected by early November 2010. The streets involved will remain open to traffic during the milling operation, however, certain streets may be temporarily closed to through traffic during the actual paving operation. Due to the flushing of fire hydrants within the City of Stratford, customers could experience some discoloured water. Water quality is not affected by this colouration. Discoloured water will clear, but before doing laundry, please check to see that water has cleared. Water Street Tennis Courts - Ribbon Cutting Tuesday September 7th at 4:30pm    Posted: Friday, September 03, 2010
The City of Stratford's Community Services Department is nearing the completion of resurfacing the Water Street Tennis Courts. The repair has included the use of a thin layer of a flexible concrete solution applied over the existing surface. Lenta Innovation Incorporated provided the labour for the project, with the City purchasing the product at cost. The total cost for the project was $19,365.00 plus taxes.

A ribbon cutting ceremony will take place at the tennis courts on Tuesday, September 7th at 4:30pm. All members of the community are welcome to attend. Photo opportunities will exist.

The City of Stratford will add another Public Access Defibrillator to the Stratford Rotary Complex next Thursday, September 2nd, 2010 at 1:00pm.  The donated unit will be presented by the OPP Association Branch # 1 and the McFadden Eve Memorial Fund, made possible through the Dave Mounsey Memorial Foundation (www.davemounsey.com), as well as the Eve family www.waymarking.com/), who recommended the City of Stratford Rotary Complex as a preferred location. 

At the presentation will be Chris Hoffman, OPP Association Branch #1 President, members of the Executive from the OPP Association # 1 Branch, members of the Eve Family, representatives of the Dave Mounsey Memorial Foundation, City staff, and members of Council.  The entire presentation duration will last approximately 15 minutes.

“LAST DAYS OF SUMMER” CITY DAY CAMPS FOR AGES 4 – 13!
There is still room left in our “Last Days of Summer Camps”, running August 30 – September 3rd. Upper Queens Park and the Rotary Complex Day Camp Programs offer participants an opportunity to discover and explore.  This week will be filled with crafts, games, tours, and outdoor activities. 

All sites will swim Monday, Wednesday, and Friday from 1:00 - 1:50 pm at the Stratford Lions Pool.  Day camps operate Monday thru Friday, 8:30 am - 4:30 pm.  Extended hours from 7:45 - 8:30 am & 4:30 - 5:15 pm.

Best Tasting Water Plaque Congratulations to the City of Stratford Water Department for winning “The Best Tasting Water in Ontario” competition at the 2010 Ontario Water Works Association’s Annual Conference in Windsor.

Municipalities throughout Ontario entered into the competition which was judged by delegates one day, then a panel, including wine tasting experts and water professionals, the next day. This was Stratford’s first year entering into the competition.

Stratford was the only competitor entered that draws its water from wells, the other competitors use treated surface water from lakes and rivers. Joe Salter, Manager of Water Treatment and Distribution, believes that this gave Stratford a leg up on its rivals, as groundwater tends to taste better because it contains minerals and has some flavour, unlike surface water sources that can taste flat. Citizens and visitors alike may reconsider purchasing bottled water and start drinking some of the best tasting water in Ontario right out of our very own taps.

The City requests that organizations requiring financial assistance in 2011 should submit their grant applications by October 15, 2010. The application form may be accessed by clicking here: 2011 Grant Application Form. Please contact the Office of the Director of Corporate Services at 519-271-0250 ext. 202, for further information on application requirements for a 2011 grant and the grant process.

Grant submissions will be reviewed at meetings of the Finance and Labour Relations Sub-Committee sometime in January 2011. These dates have not been determined, but will be published when available. Members of the public are welcome to attend and observe these meetings.

Family Day is a recognized holiday under the Retail Business Holidays Act. Under section 1 (i), entitled definitions, holiday means "any other public holiday declared by proclamation of the Lieutenant Governor to be a holiday for the purposes of this Act." Family Day was proclaimed by the Ontario Government on October 12, 2007.

Under the Retail Business Holidays Act, most retail outlets must close on a day that is holiday under that act. For information about closures, you should contact the Ministry of Government and Consumer Services, which administers that act (www.sse.gov.on.ca/mcs/en/Pages/Business_Retail_Holidays.aspx).

The Family Day holiday does not fall within Stratford's designated Tourism season of May 1st to mid November (Theatre Season) and therefore there are no municipal exemptions to allow a store to be open on February 15th of this year.

The 2009 budget process in the City is underway. As part of this process, Stratford City Council is holding the first of two Open Houses for residents on Wednesday, November 12, 2008 from 4:00 pm to 8:00 pm in the City Hall Auditorium, 1 Wellington Street.

At the Open House, residents can meet with members of Council and provide comments and ideas about the 2009 budget before key decisions are made by Council. This public consultation is an important part of the 2009 budget process and City Council invites residents to come out to the Open House on November 12.

Retail Closings on Labour Day - 2008    Posted: Friday, August 29, 2008
Shoppers and merchants are reminded that under the Retail Business Holidays Act, Labour Day – Monday, September 1, 2008, is among the eight days annually when most stores must be closed.

The Act, administered by the Ministry of Government Services, exempts some retail operations. Book or magazine stores under 2,400 square feet with a maximum of 3 employees, pharmacies under 7,500 square feet, flower shops and gas stations are among exempted businesses.

Stratford’s designated tourism season is May 1 to November 12 each year and includes the Labour Day Holiday.

Stratford City By-law 149-92 permits certain retail establishments in Stratford that meet the tourism criteria established by the Province and to provide goods and services primarily to tourists in Stratford, may open for business on Labour Day under the following provisions:
  • The retail business establishment does not open prior to 10:00 am and does not remain open after 4:00 pm;
  • The number of persons engaged in the serving of the public does not at any time, exceed four (4);
  • The total area used for serving, selling or displaying goods or services to the public inside the establishment is less than 278.71 m2 (3000 square feet).
  • Certain larger retail business establishments listed in Schedule “A” to By-law 149-92 as amended, may also open on Labour Day between the hours of 10:00 am and 4:00 pm
Minimum fines for opening on prohibited days of retail operation are $500 for a first offence, $2,000 for a second offence and $5,000 for a third or subsequent offence. Retail outlets found guilty may be fined up to $50,000 or the total amount of gross sales for the day, whichever is greater. Enforcement of the Retail Business Holidays Act in Stratford is the responsibility of Stratford Police Services.

The City requests that organizations requiring financial assistance in 2009 should submit their grant applications by September 30, 2008. The application form may be accessed by clicking here: 2009 Grant Application Form. Please contact the Office of the Director of Corporate Services at 271-0250 ext. 202, for further information on application requirements for a 2009 grant and the application process.

Grant submissions for 2009 will be reviewed at meetings of the Finance and Labour Relations Committee. These dates have not been determined, but will be published when available. Members of the public are welcome to attend and observe these meetings.

The Energy & Environment Committee is hosting their 4th annual Virtual Blackout Day. The Blackout marks the anniversary of the major power outage that struck North Eastern North America in 2003. The Energy & Environment Committee members would like to remind everyone to turn off all your lights and as many electrical devices as possible at home and at work between 3:00 p.m and 10:00 p.m. on Thursday, August 14th.

Festival Hydro will monitor how much electricity the city saves. According to Festival Hydro, last year Stratford saved 3% of its normal energy consumption during the event. This year organizers hope to increase our savings to 5.5% which would be inline with the Kyoto targets.

As part of Virtual Blackout Day, the Energy & Environment Committee is hosting a FREE solar-powered musical event from 3:00 to 10:00 p.m. at the Veteran's Drive Bandshell. The event will feature over 15 local acts, ranging from classical and jazz to folk and pop, including the Stratford Concert Band, Festival SoundsChorus, the Playmakers Theatre School and many more. A BBQ will also be held from 4:00 - 8:00 p.m. with donations to benefit local environmental projects.

Depending on the available aircraft, the evacuees are expected to arrive in small groups of 45 to 50 people at a time.

Family Day is a recognized holiday under the Retail Business Holidays Act. Under section 1 (i), entitled definitions, holiday means "any other public holiday declared by proclomation of the Lieutenant Governor to be a holiday for the purposes of this Act." Family Day was proclaimed by the Ontario Government on October 12, 2007.

Under the Retail Business Holidays Act, most retail outlets must close on a day that is holiday under that act. For information about closures, you should contact the Ministry of Government and Consumer Services, which administers that act ( www.gov.on.ca/mgs ).

The Family Day holiday does not fall within Stratford's designated Tourism season of May 1st to mid November (Theatre Season) and therefore there are no municipal exemptions to allow a store to be open on February 18th of this year.

RETAIL CLOSINGS ON LABOUR DAY -2007    Posted: Friday, August 24, 2007
Shoppers and merchants are reminded that under the Retail Business Holidays Act, Labour Day – Monday, September 3, 2007, is among the eight days annually when most stores must be closed.

The Act, administered by the Ministry of Government Services, exempts some retail operations. Book or magazine stores under 2,400 square feet with a maximum of 3 employees, pharmacies under 7,500 square feet, flower shops and gas stations are among exempted businesses.

Stratford’s designated tourism season is May 1 to November 12 each year and includes the Labour Day Holiday.

Stratford City By-law 149-92 permits certain retail establishments in Stratford that meet the tourism criteria established by the Province and to provide goods and services primarily to tourists in Stratford, may open for business on Labour Day under the following provisions:
  • The retail business establishment does not open prior to 10:00 am and does not remain open after 4:00 pm;
  • The number of persons engaged in the serving of the public does not at any time, exceed four (4);
  • The total area used for serving, selling or displaying goods or services to the public inside the establishment is less than 278.71 m2 (3000 square feet).
  • Certain larger retail business establishments listed in Schedule “A” to By-law 149-92 as amended, may also open on Labour Day between the hours of 10:00 am and 4:00 pm
Minimum fines for opening on prohibited days of retail operation are $500 for a first offence, $2,000 for a second offence and $5,000 for a third or subsequent offence. Retail outlets found guilty may be fined up to $50,000 or the total amount of gross sales for the day, whichever is greater. Enforcement of the Retail Business Holidays Act in Stratford is the responsibility of Stratford Police Services.

Elm Street from Railway Avenue to Dufferin Street will be temporarily closed to through traffic, local traffic only, beginning on or about Tuesday, August 21, 2007 for approximately 3 months. This temporary road closure is necessary to facilitate construction work related to the WPCP/Worsley/Erie/Brydges Trunk Sanitary Upgrade, Stage 4 project, Contract 07-9547.
Hibernia Street from John Street to Avondale Avenue and Avondale Avenue from Hibernia Street to Charles Street will be temporarily closed to through traffic, local traffic only, beginning on or about Monday, August 13, 2007 for approximately 8 weeks. This temporary road closure is necessary to facilitate construction work related to the Road Rebuild Contract 07-9607.
The Engineering and Public Works Department is providing notification that the following streets will be temporarily closed to through traffic, local traffic only, on or about Monday, June 4, 2007:
  • Nelson Street from West Gore Street to Railway Avenue
  • Railway Avenue from Nelson Street to Elm Street

The outside upper steps at the front entrance of the Stratford Public Library will be replaced beginning on August 7, 2007.

Construction will continue for approximately 2 weeks. Parking will be at a premium. At times, the FRONT DRIVEWAY may be closed to allow for construction vehicles. Very limited short term parking will be available for library users on St. Andrew Street . The EXTERIOR 24 hour BOOK DROP may not be available at times, but returns will be received immediately inside the door at the Church Street parking lot entrance.

As always, the SPL website provides an easy way to renew and request materials or ask questions. Check it out at www.stratford.library.on.ca. No internet access? Just call us at 519-271-0220. Normal operating hours will be maintained.

Stratford will be going Back in Black on August 14th, 2007    Posted: Wednesday, August 01, 2007
The City of Stratford’s Annual Virtual Black-Out to celebrate the 2003 Eastern North American black-out will take place again this year on Tuesday, August 14th, 2007.

Stratford’s Energy and Environment Committee and Festival Hydro are challenging all residents and businesses to turn-off all of their power (or as much as possible) from 3 to 10 p.m. to lend their support in energy conservation. Festival Hydro will monitor how much power is saved.

There’s no need to sit at home starving in the dark though, as residents can join their friends and neighbours at a family friendly and free concert at the Veteran’s Drive Bandshell from 3 to 10 p.m. A charity BBQ to support the restoration of the Waldie Drain will take place between 4 and 7 p.m.

A wide variety of entertainers will be performing, ranging from the Stratford Concert Band and Festival Sounds Chorus, to the Brad Canning Band, Glen Dias and Yeah … Confetti. With over 15 musical acts and community theatre performances, there will be something for everyone. And the entire show will be powered with solar panels.

So please turn down the power and turn-up the fun by joining your neighbours at Stratford’s Virtual Black-Out on Tuesday, August 14th from 3 to 10 p.m. at the Veteran’s Drive Bandshell.

    As the City of Stratford has not received all of the information to the outstanding questions raised at the June 12th Committee meeting, the Avonwood applications are not listed on the June 25th Planning and Heritage Committee meeting Agenda. A new meeting date has not yet been scheduled.     Shoppers and merchants are reminded that under the Retail Business Holidays Act (RBHA), Canada Day is one of the eight days per year when most stores in Ontario must be closed.

    When July 1st is a Sunday, the federal Holidays Act requires that Canada Day is the following day. Therefore, this year Canada Day will be Monday July 2, and for the purposes of the act, retail businesses are required to close on Monday July 2, 2007.
    Stores may remain open on Sunday July 1, 2007.

    Do you want to be part of the Ad-Hoc Committee reviewing the remuneration/compensation paid to the Mayor, Deputy Mayor and Councillors in Stratford? A recent consultant’s report compared the pay of 9 similar-size municipalities including Stratford.
    As part of City Council’s consideration of the consultant’s report, Council established a Council Compensation Review Ad-Hoc Committee to review the consultant’s report and make recommendations to Council, including the appropriate size of Council. This further review is intended to be a beneficial public consultation process and the recommendations from the Ad-Hoc Committee, when presented to Council, will assist them in their further review of Council compensation. The Ad-Hoc Committee will present their final report in October, 2006.

    Deadline for submitting applications has been extended by Council to September 18, 2006.

    Due to the flushing of fire hydrants within the City of Stratford, customers could experience some discoloured water.  Water quality is not affected by this colouration.  Discoloured water will clear, but before doing laundry, please check to see that water has cleared.  If you have any questions, please call the City Water Division at 519-271-0250, ext. 222 during business hours.

    On Monday, August 14th Stratford’s Energy & Environment Committee and Festival Hydro are challenging the residents of Stratford to reduce their energy consumption in celebration of the 2003 Eastern North American Black-Out.

    Festival Hydro will be monitoring the City’s power-use and will report on the amount of energy conserved.

    As part of the celebration there will be a free musical event taking place at the Veteran’s Drive Bandshell downtown that will be powered by solar power between 3 and 10 p.m. – the event will feature over 15 local acts, including the Stratford Concert Band, Dayna Manning and the Festival Sounds Chorus.

    Food will be available as a number of local chefs cook-up a storm in a hibachi cook-off.

    So please do your part and help reduce the City’s energy load on Monday, August 14th.

The Tourism office will be open Saturdays from 10:00 am to 4:00 pm in addition to the regular Monday to Friday hours, 8:30 am to 4:30 pm. The seasonal Information Centre on York Street is now closed until the spring. Visitors arriving at that location are being directed to 47 Downie Street for assistance.

This report is now available for your review. Stratford City Council received the plan Monday December 19th at a regularly scheduled Council Meeting. Council has adopted the report in principle and has referred it to the Community Services Sub Committee.     COMMUNITY FOUNDATION FOR STRATFORD AND PERTH COUNTY SET TO LAUNCH
    Stratford and Perth County will join the ranks of over 125 Canadian communities with the formal establishment of the Stratford & Perth County Community Foundation in April. A small, dedicated group of volunteers from across Perth County came together as a Steering Committee with the goal of establishing a Community Foundation in February 2002.
